State Action Plan – 9000 by 2015
2013 Legislative Session
o Support a DBHDD budget that exempts Settlement funding from the 3% across the board reductions.
o Expand Medicaid eligibility to 650,000 people using 93% federal dollars available under the Affordable Care Act. Go to www.coverga.org for educational materials and information.
o Develop a “health home” application to promote the integration of medical and mental health treatment. Utilize the 90/10 federal dollars to fund the program over the next three years.
o Where caseloads warrant, require service agencies to establish on-site offices and services
o Expand housing programs connected to Accountability Courts.
· Capital
o Require every Low Income Housing Tax Credit project to have a minimum of 10% supported housing. Follow the lead of North Carolina.
o Oppose DCA’s 25% rule that ends incentives for single site projects.
o Commit 25% of federal HOME funds to single site projects or rent subsidy.
· Rent Subsidy
o Support the DCA “preference” that commits 1/2 of its recycled Section 8 subsidies to persons in the targeted Settlement population. Ask local housing authorities to follow the state’s lead.
o The state needs to implement the new amendments to the 811 program to add subsidies to tax credit projects.
o Identify and create agreements to use up to 20% of the remaining 100% Section 8 projects for supported housing.
o Continue the annual expansion of the DBHDD Housing Support program begun in FY 2011. Reach the 2000 household goal by FY 2015.

o Support expanded McKinney Vento Funding
o Support project based VASH
· Research
o Determine the number of persons in the state with a disabling condition who are homeless or in jail or prison.
o Determine the cost benefit of supportive housing using Georgia data.
o Study the satisfaction of persons receiving supportive housing in both scattered sites and single sites.
